Phoenix-area public school districts will allow students to opt out of watching a nationwide address Sept. 8 by President Barack Obama for public schools.

The Obama address is promoted as a back-to-school message, but some question whether that message will be partisan, allowing teachers to promote Obama’s agenda on issues such as health care, the environment and economy.
